2007 Volvo XC70

Description of Safety Problem:This complaint is a formal report of an open safety recall remedy failure under NHTSA Campaign 21V800 (Volvo Recall R10136). On 7/8/2026, an authorized manufacturer dealership (Volvo Cars Palo Alto) replaced the driver's airbag module on my 2007 Volvo XC70. Prior to this mandatory safety service, the vehicle's Supplemental Restraint System (SRS) network functioned flawlessly with no dashboard warning lights. Shortly after picking up the vehicle, the "SRS Service Urgent" hard fault was active. Dealership diagnostics confirmed that Controller Area Network (CAN) bus codes SRS-00E5 and SRS-00E7 are present, noting that the Upper Electrical Module (UEM) mirror has proper power and ground but is actively "interrupting the CAN signal." This technical diagnosis confirms a severe internal semiconductor short circuit within the mirror's data transceiver chip, likely induced by a voltage surge during the recall's battery handling or live-component swapping process. Because the driver's airbag and the UEM mirror communicate directly over the same high-speed CAN bus data highway, a technician's failure to electrically isolate the system could send an electrical surge that fried the peripheral mirror network link. The manufacturer is currently refusing to cover the damage, demanding over $2,000 for repairs, and forcing me to operate a vehicle with limited functioning airbags as a direct consequence of a federal safety recall.Crash/Injury/Fire: No.Speed at failure: 0 mph (occurred during dealership service).

The driver airbag has been under recall per letter dated 12/14/21, NHTSA RECALL #21V-800 We scheduled initial repair with dealer upon receipt of notice last December, however, this has not been accomplished and as of 9/23/22 as we are continually told the part needed remains on backorder. We had contacted Volvo directly on 3/31/22 and they stated the dealer would have to order the part. The "incident" or complaint filed here is due to the inability of being able to have this recalled part replaced in over 9 months and belief that manufacturer is delaying required replacement part due to the age of the vehicle.

The contact owns a 2007 Volvo XC70. The contact received notification of NHTSA Campaign Number: 21V800000 (Air Bags) however, the part to do the recall repair was not yet available. The local dealer was contacted. The contact stated that the manufacturer had exceeded a reasonable amount of time for the recall repair. The manufacturer was made aware of the issue. The contact had not experienced a failure. Parts distribution disconnect.

STARTED MY CAR IN THE MORNING AND IT SOUNDED NORMAL (IT HAD DRIVEN PERFECTLY NORMAL THE DAY BEFORE). WHEN I TRIED TO BACK OUT OF THE DRIVEWAY, IT HAD NO POWER IN REVERSE AND BARELY CREPT ONTO THE ROAD. WHEN I PUT IT INTO DRIVE, IT HAD NO POWER EITHER-ONLY CRAWLED VERY SLOWLY. WHEN I PUT IT INTO MANUAL DRIVE, IT WENT NORMALLY. BACK INTO AUTOMATIC AND IT WAS CREEPING AGAIN. HAVEN'T TAKEN IT TO A GARAGE YET BECAUSE I DON'T TRUST IT ON THE ROAD NOW.

TL* THE CONTACT OWNS A 2007 VOLVO XC70. WHILE SITTING IN THE IDLE VEHICLE, THE CONTACT STATED THAT THE VEHICLE FELT LOW. UPON DRIVING A HALF MILE DOWN THE ROAD, THE BODY OF THE VEHICLE COLLAPSED ON TOP OF THE WHEELS. THE FAILURE OCCURRED WITHOUT WARNING. THE VEHICLE WAS TOWED TO AN INDEPENDENT MECHANIC WHERE IT WAS DIAGNOSED THAT THE REAR COIL SPRING FAILED AND ALL THE COIL SPRINGS NEEDED TO BE REPLACED. THE VEHICLE WAS NOT REPAIRED. THE DEALER WAS NOT CONTACTED. THE MANUFACTURER WAS NOTIFIED AND DID NOT ASSIST. THE FAILURE MILEAGE WAS APPROXIMATELY 118,945.

TL* THE CONTACT OWNS A 2007 VOLVO XC70. THE CONTACT STATED THAT THE ALL WHEEL DRIVE FAILED TO FUNCTION. THE CONTACT WAS CONCERNED THAT THE FAILURE COULD CAUSE A CRASH DURING INCLEMENT WEATHER. IN ADDITION, WHILE IN A DITCH, THE VEHICLE WAS DIFFICULT TO EXIT AND WAS DAMAGED WHILE ATTEMPTING TO GET THE VEHICLE OUT. THE VEHICLE WAS TAKEN TO AN UNKNOWN LOCAL DEALER LOCATED IN SANTA FE, NEW MEXICO WHERE THE CAUSE OF THE FAILURE WAS UNABLE TO BE DETERMINED. THE VEHICLE WAS NOT REPAIRED. THE MANUFACTURER WAS NOTIFIED OF THE FAILURE. THE FAILURE MILEAGE WAS 70,000. SERIOUS ENGINE SPEED SURGING. JUMPS TO OVER 8000 RPM. HAPPENS WHEN STOPPING ON OCTANE, NOT ALWAYS. I COULD HAVE GOT KILLED WHILE BACKING INTO MY DRIVEWAY ON A HILL. I HAVE SEEN THIS AT LEAST 4 TIMES AND WILL NOT DRIVE IT. I INFORMED MY INSURER. AT DEALER NOW, THEY SAY THEY HAVE NEVER HEARD OF THIS AND CANNOT DUPLICATE. LOTS OF INFO ON WEB FROM OTHERS WHO HAVE SAME PROBLEM. IT SEEMS TO BE A THROTTLE CONTROL ISSUE AND CLASS ACTION SUIT HAS BEEN DONE ON YEARS JUST UP TO 2016. VOLVO HAVE EXTENDED WARRANTY FOR THE THROTTLE MODULE AND ECM. I ASKED THE DEALER TO RESEARCH ON THIS AND IF THEY CANNOT DUPLICATE THAN REPLACE THE LIKELY SUSPECT AND SOFTWARE AS WELL AS CONTACT VOLVO FOR HELP. IF THIS IS A KNOWN ISSUE, VOLVO NEEDS GET INFO OUT AS SOMEONE IS GOING TO GET HURT OR DIE DUE TO THIS KNOWN DEFECT AND SHOULD PAY FOR THE REPAIRS.
