The contact owns a 2021 Kia Soul. The contact stated that while checking the engine oil level, the contact noticed that the vehicle was consuming excessive oil. Upon inspecting underneath the vehicle, the contact's husband did not find any leaks. No warning light illuminated. The vehicle was taken to an independent mechanic, where it was determined that the piston oil rings needed to be replaced, and the engine was consuming excessive oil. The vehicle was not repaired. The contact related the failure to NHTSA Campaign Number: 21V259000 (ENGINE); however, the VIN was not included in the recall. The manufacturer was notified of the failure and informed the contact that the VIN was not included in a recall due to the vehicle mileage. The approximate failure mileage was 82,000.

On XXX My car was stopped at a light, the vehicle shot down, and would not restart. I had the car towed to Galeana Kia, [XXX]. Upon isnpection at Kia it was found that the engine oil was three quarts low. I was shocked. There had been no warning lights on the dashboard. I had a synthetic oil change 9,000 miles previously. Galeana Kia charged me $315.96. There was a subsequent recall 25V099. "The piston oil ring(s) in your vehicle may have been manufactured incorrectly...This may lead to increased oil consumption..." On April 16, 2025, subject to the recall, Galeana Kia replaced the engine block. I requested a refund of the $315.96 for the work done on November 25, 2024. Galeana Kia refused. Because the repair work done in November 25, 2025 obviously relates to the subsequent recall, I request that you have Kia reimburse me. Initial Breakdown: July 2024, my 2021 Kia Soul (under 40,000 miles) idled roughly and stalled while in motion. It restarted, but as a precaution, I towed it to Kia Greenbrier Chesapeake while it was operable. After diagnostics, the vehicle would no longer start. Warranty Denial: The dealer blamed engine sludge from two missed oil changes in 2022 and quoted $10,000 for a new engine. In August 2024, I appealed the decision but was denied (Exhibit A & B). There were no recalls active for the 2021 model at this time, but there were recalls for the 2018-2020 models for identical symptoms. Third-Party Repair: I paid $3,017 out of pocket to an independent shop for a new timing assembly to make the vehicle safe and drivable again (Exhibit C). Because my daughter is disabled and requires transportation, getting repairs was imperative. A new valve kit, fresh synthetic oil, and filter service were completed by the third-party repair shop. I also returned to Kia Virginia Beach for several subsequent oil changes (Exhibit D). In April 2025, Kia Corporate issued an official safety recall for my exact vehicle (Exhibit E). Before that, in March 2025, I attempted to have the newly issued recall (25V-099) performed, but the dealer turned my vehicle away, claiming a lack of parts. Final Failure: In May 2025, the night before a rescheduled recall appointment, the car became permanently inoperable (at only 47,500 miles). Due to extreme financial hardship and health concerns, I am without my vehicle and without an option. Complaint: The Kia dealership refused to perform the safety recall remedy, verbally citing the same 2022 maintenance gaps from the previous year. The dealership violated federal recall regulations for a known defect. I was left stranded, resulting in a financial charge-off of my auto loan.

2021 Kia Soul | VIN: [XXX] | Recall SC336 (NHTSA 25V099) | Kia America Case No. XXX DEALER: Team Kia of El Cajon, 541 N. Johnson Ave, El Cajon, CA 92020 SYMPTOMS: Rapid oil consumption, abnormal engine noise, overheating, vehicle stalling at complete stops, difficulty restarting. All symptoms are explicitly documented in SC336 TSB (Rev 6, 10/21/2025) as consequences of defective piston oil rings. DEALER CONDUCT ISSUES: 1. CHARGED $280 DIAGNOSTIC FEE TO PERFORM A RECALL. Owner confirmed open recall on VIN before arrival. Dealer required $280 diagnostic payment as condition of recall service, in violation of 49 U.S.C. 30120. 2. 24-HOUR TSB PROTOCOL VIOLATION. SC336 TSB requires engine vibration inspection no sooner than 24 hours after R/O open date. R/O opened May 16 at 7:38 AM. Inspection report also dated May 16 with no timestamp. If test ran same day, PASS result is invalid under Kia's own guidelines. 3. FAILED TO OPEN REQUIRED TECHLINE CASE. SC336 TSB Page 2 states: if engine noise is present and inspection results in PASS, dealer must open a Techline case. Owner continues to experience engine noise. Dealer has not provided a Techline case number despite two written requests. 4. DEMANDING $2,500 FOR RECALL-RELATED SYMPTOMS. Dealer is attributing stalling and oil consumption to a separate camshaft issue and demanding $2,500 more. SC336 TSB documents that piston ring damage causes cascading engine damage including timing components. 5. OWNER IS [XXX] , drives for Uber. Vehicle out of service 12+ days. Lost income and rental costs incurred. Kia America corporate (Case XXX) has been copied on correspondence but has not responded. Requesting NHTSA review of this dealer's SC336 recall compliance. On [XXX], the check engine light illuminated. No other warning indicators activated — no low oil pressure warning, no low oil level warning, no driver alert of any kind regarding engine condition. On [XXX], at approximately 53,845 miles, the vehicle began running rough. I checked the engine oil and found the dipstick registered empty — no measurable oil in the engine. No low oil level or low oil pressure warning had been provided by the vehicle at any point prior to this discovery. I added two quarts of oil. The vehicle stalled while being driven to obtain the oil, and stalled again after the oil was added. I drove the vehicle to Jiffy Lube and had a full oil change performed. Mileage at the oil change was 53,852. I then scheduled an appointment with Gervais Kia in Lowell, Massachusetts, the nearest Kia dealer, less than one mile from my home. The earliest available appointment was approximately one week later. Because the vehicle stalled repeatedly at idle, I drove it to the dealer using both feet — keeping engine revs elevated with the accelerator while braking — to prevent stalling at stops. The vehicle is currently at Gervais Kia for diagnostic inspection. The symptoms match the failure mode documented in NHTSA recall campaign 25V-099 (Kia recall for 2021-2023 Soul and Seltos with 2.0L Nu MPI engines, piston oil ring manufacturing defect). My vehicle has the 2.0L Nu MPI engine and was manufactured at the Kia Autoland Hwaseong plant identified in the recall filing. However, my VIN does not appear in the current recall population per NHTSA VIN lookup and Kia’s recall lookup. The recall remedy includes installation of Piston-ring Noise Sensing System (PNSS) software specifically because the defect provides no driver warning before failure — consistent with my experience, in which the engine ran empty of oil with no warning whatsoever. My 2021 Kia Soul experienced repeated overheating despite replacement of major cooling system components including the thermostat and water pump. The vehicle continued to overheat and was later diagnosed by a Kia dealership with engine damage requiring full engine replacement. This failure occurred around 105,000 miles. The symptoms and failure pattern are consistent with known issues affecting similar Kia engines, yet my VIN is not included in any recall. I am concerned this represents a broader defect that may not be fully captured in current recalls.

Kia America, Inc. (Kia) is recalling certain 2021-2023 Seltos and Soul vehicles. The piston oil rings may have been manufactured incorrectly, which can result in engine damage.

Consequence & remedy

Consequence: Engine damage can cause a vehicle stall or fire, increasing the risk of a crash or injury.

Remedy: Dealers will inspect and replace the engine as necessary, free of charge. Dealers will also install piston-ring noise sensing system (PNSS) software, free of charge. Owner notification letters were mailed April 4, 2025. Owners may contact Kia customer service at 800-333-4542. Kia's number for this recall is SC336.

Kia Motors America (Kia) is recalling certain 2020-2021 Soul, and 2021 Seltos vehicles equipped with 2.0L Nu MPI engines. The piston oil rings may not have been properly heat-treated, which may result in engine damage.

Consequence & remedy

Consequence: A damaged engine may stall, increasing the risk of a crash. In addition, oil may leak onto hot exhaust components, increasing the risk of a fire.

Remedy: Kia will notify owners, and dealers will inspect and, if necessary, replace the engine, free of charge. In addition, Kia will deploy Piston Ring Noise Sensing System (PNSS) software. The recall began June 11, 2021. Owners may contact Kia customer service at 1-800-333-4542. Kia's number for this recall is SC209.

On August 6, 2025, the Office of Defect Investigation (ODI) opened Audit Query (AQ) 25001 to assess the implementation of Kia America, Inc.’s (Kia) remedy program for Safety Recall 25V099, involving incorrectly manufactured piston oil rings which may damage the engine causing a loss of motive power or fire. This AQ was opened in response to consumer complaints alleging of an ineffective remedy, inconsistent inspection results to determine whether an engine replacement was needed, and the unavailability of recall remedies. On August 11, 2025, an Information Request (IR) was issued to Kia requesting: 1) why the inspection test was revised from requiring a ‘cold’ engine to a ‘warm’ engine; 2) why the recall remedy was suspended from April 30, 2025 to May 7, 2025; 3) how Kia notified customers of the recall remedy suspension and the need to re-test engines that failed the ‘cold’ engine test; 4) the number of post-recall remedy complaints alleging engine or other engine related failures; and 5) the warranty coverage Kia is offering to vehicles that passed either inspection tests. On September 10, 2025, Kia responded to NHTSA’s IR: Kia reported the change in temperature from ‘cold’ to ‘warm’ engine testing was done to increase accuracy. The inspection test uses diagnostic tools that detects abnormal engine vibrations to identify damaged engines. From the initial launch of the Technical Service Bulletin (TSB) on April 4, 2025 through April 28, 2025, ‘cold’ engine testing resulted in a higher-than-expected failure rate when compared to the pre-recall warranty claim rate. This discrepancy led Kia to re-evaluate its inspection test and found that performing the inspection on a ‘cold’ engine can result in imprecise test results due to normal cold-start vibrations. Kia revised the inspection to ‘warm’ engine testing to minimize vibration interference. Kia sampled the field and performed a comparative analysis between ‘cold’ and ‘warm’ engine testing, and validated that ‘warm’ engine testing was more accurate in identifying damaged engines. Kia also reported the suspension of the recall remedy was due to a software error in the diagnostic tool, which was introduced in concert with the April 29, 2025 launch of the TSB that revised the inspection from ‘cold’ to ‘warm’ engine testing. The software error resulted in all inspection tests reporting false positives for a damaged engine. On April 30, 2025, Kia suspended the remedy until May 7, 2025, which was when the software error was corrected with the release of the latest TSB and software update. The recall remedy remains available to eligible customers. Kia reported owners were not mailed letters concerning the suspension to the recall remedy. Kia reasoned since it resolved the issue faster than it would have taken to draft and mail letters, Kia did not want to create unnecessary customer confusion involving an issue that would have already been addressed upon receipt of a letter. Kia also determined that mailing letters about re-testing engines was unnecessary since those vehicles were already at the dealer awaiting engine replacement. In most instances, Kia Customer Care agents would respond to customer inquiries related to the recall, including remedy availability, dealer issues, and questions about differing test results. Kia provided ODI a review of engine related consumer complaints received on post recall-remedied vehicles. Kia did not find any common patterns or trends related to those complaints following completion of the recall, as the complaints included issues that were unrelated to the subject defect. To aid in the diagnosis of whether a complaint is related to the recall, the remedy includes the installation of a software program, the Piston-ring Noise Sensing System (PNSS), that monitors the engine for unusual noise patterns (an indicator of potential damage to the piston oil rings), and alerts the customer by flashing the check engine light and setting Diagnostic Trouble Code (DTC) P1327. Kia confirmed that it is not offering any specific warranty coverage for this recall. Instead, Kia has instructed dealers to replace the engine, at no cost to the customer, with no time or mileage limitation, following the installation of the PNSS software and the presence of DTC P1327. On September 4, 2025, Kia issued Subsequent Repair Action (SRA) # SC336YZ, which provided engine diagnosis and replacement instructions for vehicles with a potentially related complaint following completion of the recall. Under this SRA, customers whose vehicles set DTC P1327 will have their engine replaced. If DTC P1327 is not set and it is unclear whether the issue is related to the recall, dealers are instructed to contact Kia's Technical Assistance Center to ensure the issue is appropriately handled. Kia notes that any issues determined to be unrelated to the recall are subject to the 10-year / 100,000-mile Powertrain warranty for original purchasers and a 5-year / 60,000-mile Limited Basic Warranty for subsequent purchasers. In summary, Kia identified the insufficiencies of its initial inspection test that led to a pause to its recall campaign, explained why it did not mail letters to affected customers about the paused campaign or revised inspection test, reviewed existing consumer complaints that did not identify any potential trends related to the recall, and identified its warranty coverage for any vehicles exhibiting qualifying engine symptoms. After review of Kia’s response to the IR, ODI has determined that no further action from Kia is necessary at this time, and ODI will close this AQ investigation accordingly.
