NOTE THE TIRES WERE OVER 4 YEARS OLD WHEN PURCHASED NEW FROM THE DEALER. THE TIRES ARE WINTER TRACTION TIRES AND WERE MOUNTED ON THEIR OWN RIMS AND USED EACH YEAR DURING THE PERIOD NOVEMBER - MARCH. THE TIRES WERE STORED (MOUNTED) DURING THE PERIOD APRIL - OCTOBER AND WERE NOT USED DURING THAT PERIOD. ONE TIRE WAS DAMAGED AND REPLACED IN NOV 2005 BY A TIRE WITH DOT: CXHB 95K1304). THE LAST TIME THE TIRES WERE USED WAS THE PERIOD NOVEMBER 2008 - MARCH 2009. THE TIRES WERE USED EACH YEAR FOR ABOUT 5000 MILES. THE SUGGESTED MAXIMUM INFLATION PRESSURE FOR THESE TIRES IS 44 PSI; THE TIRES WERE USED WITH AN INFLATION PRESSURE OF 40 PSI. THIS REPORT CONCERNS THE REMAINING THREE DOT: CXHB 7EM219< TIRES (PHOTOS ARE AVAILABLE). ON JULY 25, 2010, THE FOLLOWING WAS DISCOVERED WHILE THE TIRES WERE IN STORAGE: A. TIRE #1 TIRE HAD A MASSIVE TREAD SEPARATION ( TREAD SPLIT APART) WHICH COVERED OVER 1/3 OF THE CIRCUMFERENCE, PLUS ADDITIONAL PORTIONS OF THE TREAD WERE STARTING TO SEPARATE. B. TIRE #2 HAS VERY NOTICEABLE DELAMINATION OF THE TREAD, BUT NO TEARING. C. TIRE #3 HAS A FEW DETECTABLE INDICATIONS THAT TREAD SEPARATION IS IN VERY EARLY STAGES. THE TIRES HAVE NOT YET BEEN RETURNED TO THE DEALER UNDER THEIR WARRANTY, BUT WILL BE RETURNED IN EARLY FALL. THERE WAS NO ACCIDENT BECAUSE THE TIRES WERE IN SUMMER STORAGE WHEN THE TREAD SEPARATION WAS FOUND. MECHANICAL PROBLEMS INVOLVING 2004 CHRYSLER TOWN AND COUNTRY.*MR THE VEHICLES MALFUNCTION INDICATOR LAMP ILLUMINATED WHILE DRIVING. THE VEHICLE WAS TAKEN TO THE DEALER AND RETURNED THE NEXT DAY. AFTER DRIVING THE VEHICLE 10 MILES THE LIGHT ILLUMINATED AGAIN. THE VEHICLE WAS RETURNED TO THE DEALER TWICE AFTER THE INITIAL VISIT FOR THE SAME PROBLEM. THE VEHICLE ALSO BEGAN TO MALFUNCTION IN OTHER WAYS. THE SPEEDOMETER WOULD INDICATOR THE INCORRECT SPEED. THE ENGINE MADE NOISE WHEN THE GEAR SHIFT WAS MOVED. THE ENGINE VIBRATED WHEN ACCELERATING. ON CERTAIN MINIVANS EQUIPPED WITH 3.3 OR 3.8L V-6 ENGINE, THE UPPER POWER STEERING COOLER HOSE MAY SPLIT AND CAUSE A FLUID LEAK.

Consequence & remedy

Consequence: POWER STEERING FLUID LEAKAGE IN THE PRESENCE OF AN IGNITION SOURCE CAN RESULT IN AN UNDER HOOD FIRE.

Remedy: DEALERS WILL REPLACE THE UPPER POWER STEERING COOLER HOSE. THIS RECALL BEGAN ON SEPTEMBER 27, 2004. OWNERS SHOULD CONTACT DAIMLERCHRYSLER AT 1-800-853-1403.

This defect petition evaluates July 7, 2014 allegations from an owner of a model year (MY) 2007 Dodge Grand Caravan minivan that engine stall occurs in these vehicles without warning after refueling.The petitioner's vehicle is a Chrysler RS platform minivan.The RS platform includes MY 2003 through 2007 Dodge Grand Caravan, Dodge Caravan, Chrysler Town and Country and Chrysler Voyager minivans.NHTSA evaluated the petition by analyzing consumer complaints submitted to the Agency, analyzing field data, reviewing technical information provided in Chrysler's response to an Agency information request and testing an RS minivan identified by its owner as experiencing post-refuel engine stalls.After completing this evaluation, NHTSA has concluded that further investigation is unlikely to result in a finding that a defect related to motor vehicle safety exists.The stalls occurring in these vehicles only occur immediately after filling up the fuel tank and happen at low engine speeds. The failure rate is low, even after 8 to 13 years of the vehicles being in service, and there are no reports of crashes or injuries resulting from the stall condition.In the Agency's view, additional investigation is unlikely to result in finding the existence of a safety-related defect in the subject vehicles.Given the need to allocate and prioritize NHTSA's limited resources to best accomplish the Agency's safety mission, the petition is denied.This action does not constitute a finding by NHTSA that a safety-related defect does not exist. The Agency will take further action if warranted by future circumstances.
