POSSIBILITY THAT CARBURETOR THROTTLE OPERATING CABLE MAY HAVE BEEN KINKED ORBENT DURING ASSEMBLY.THIS COULD RESULT IN CABLE BINDING AND PREVENT THROTTLEFROM CLOSING.(CORRECT BY REPLACING WITH NEW THROTTLE CABLE.)
