Odometer Fraud. The contact investigated a 2003 Toyota 4 Runner. The contact stated that during the investigation, he discovered a fraudulent scheme of approximately 15 vehicles with odometer fraud. The contact stated that the suspects targeted Facebook Marketplace victims by spraying oil on the engine prior to test-driving the vehicle, and when the vehicle began smoking, the suspects would ask for a discount for the vehicle. The contact added that after the vehicle was purchased, the odometer was rolled back and the vehicle was resold. The vehicle was a private sale. At the time of purchase, the vehicle mileage was 150,000, and at the time of the vehicle being sold, it was discovered that the mileage was 306,000.

IT TOOK ME TWO YEARS AND LOTS OF MONEY LATER TO DETERMINE THAT THE CAUSE OF THIS IS BECAUSE TRANSMISSION FLUID IS WICKING ITS WAY THROUGH THE TRANSMISSION SOLENOID HARNESS ALL THE WAY TO THE ECU AND ONCE THERE BECAUSE OF THE WAY THE ECU IS MOUNTED GETS INTO ALL OF THE OTHER WIRING HARNESSES OF JUST ABOUT EVERY OTHER SENSOR. I WENT TO TOYOTA AND THE FIRST TECHNICIAN NEVER HEARD THAT HAPPENING BEFORE BUT ANOTHER OVERHEARD OUR CONVERSATION AND SAID "I BET YOU HAVE A 4RUNNER" SO YEAH ITS HAPPENED TO OTHERS. THEY WANTED NEARLY $4500 TO FIX THE ISSUE. NEW ENGINE WIRING HARNESS $1500-$2000 AND ANOTHER $1000 FOR THE LABOR AND THE REST OF THE ESTIMATE IS FOR OTHER PARTS NOT SPECIFIED. THEIR SOLUTION IS TO CUT THE WIRE BELOW THE TRANSMISSION WIRING HARNESS CONNECTOR THEN SPLICE AND SOLDER BUT I WOULD HAVE TO REPLACE NEARLY ALL THE CRITICAL WIRING IN THAT CAR. I CANT GIVE AN EXACT DATE ON WHEN IT STARTED GOING WRONG BUT I CAN LOOK AT THE SERVICE HISTORY ON THE TOYOTA OWNER'S WEBSITE AND GIVE YOU THIS TIMELINE. 0-89,997 - NO, ISSUES WITH EMISSIONS OR ELECTRICAL SYSTEMS. 89,997MI - 90K SERVICE DONE - TRANSMISSION FLUID CHANGE W/FLUSH DONE AT DEALER. 98,152MI - CAR REPORTING LEAN CODES, DEALER REPLACES MAF SENSOR. 100,117 - CAR REPORTING LEAN CODES, DEALER REPLACES O2 SENSOR AND A/F SENSOR BANK 2 POSITION 1 & 2 105,312 - CAR REPORTING LEAN CODES, DEALER REPLACES BANK 1 POSITION 1 A/F SENSOR AND MAF SENSOR AGAIN. TOTAL COST $798.76. THERE ARE MORE BUT I HAVE CHARACTER LIMITS. THEY DIAGNOSED THE CAR AND CAME UP WITH "NO SENSOR READING?. IT COST ME $150 FOR THE DIAGNOSTIC TEST. I PICKED UP THE CAR AND A FEW WEEKS LATER I BROUGHT IT BACK FOR THE SAME PROBLEM. THE COMPUTER THEN INDICATED THAT THERE WAS A FAULTY O2 SENSOR WHICH THEY REPLACED MY COST WAS OVER $650. THE NEXT WEEK THE LIGHTS CAME ON AGAIN. THE DEALERSHIP KEPT THE CAR FOR A FEW DAYS BUT LATER REPORTED THAT THEY COULD NOT DUPLICATE THE PROBLEM. THEY TOLD ME THAT I SHOULD WAIT UNTIL IT GOT WORSE AND BRING IT BACK. I SUFFERED WITH THIS PROBLEM FOR MONTHS. I SAY SUFFERED BECAUSE WHEN I WAS IN PARK AND THESE LIGHTS CAME ON, I COULD NOT SHIFT OUT OF PARK. THE LIGHTS WOULD EVENTUALLY GO AWAY AND ALLOW ME TO DRIVE. ON 8/24 THE PROBLEM BECAME WORSE. I COULD NOT SHIFT MY CAR OUT OF PARK FOR MORE THAN 15 MINUTES ON OVER 10 DIFFERENT OCCASIONS. THE WARNING LIGHTS REMAINED LIT ALMOST CONSTANTLY OVER 3 DAYS. WHEN I CALLED TO RETURN THE CAR TO THE DEALERSHIP ON 8/27, THE SERVICE PERSON SAID THAT SHE THOUGHT THERE WAS A RECALL ASSOCIATED WITH THAT ISSUE, BUT THEN TOLD ME THAT THERE WAS NOT. LATER THAT DAY, THEY CALLED AND SAID THAT THEY AGAIN COULD NOT REPLICATE THE PROBLEM. THE VEHICLE WOULD REV ITSELF UP TO A HIGH RPM, FROM A STOPPED POSITION WHEN I STEPPED ON THE GAS THE VEHICLE WOULD GO IN REVERSE. THE DEALERSHIP EVENTUALLY REPLACED THE TRANSMISSION ONLY AFTER THE MANAGER BORROWED IT OVERNIGHT AND EXPERIENCED IT HIMSELF, BUT I HAVE NOTICED THE PROBLEM BEGINNING AGAIN. ANOTHER PROBLEM IS THE RADIATOR LEAKING AND NEEDED TO BE REPLACED (I WAS TOLD IT HAD THE WRONG KIND OF ANTIFREEZE; IT WAS GREEN AND IT NEEDS A RED KIND???). WHEN REPLACING THIS I WAS NOTIFIED THAT MY FRONT BRAKES WERE PAPER THIN AND NEEDED TO BE REPLACED THIS REPAIR COST ME ALMOST $2000. ANOTHER PROBLEM IS THE REAR WINDOW TRIM HAS SHRUNK. I ALSO HAD THE SUNROOF REPLACED AFTER OWNING THE VEHICLE LESS THAN TWO YEARS. THE BRAKE LIGHT ON THE REAR HATCH DOES NOT WORK AS WELL AS THE REAR WIPERS (ALSO WHEN I HOOKED A TRAILER TO IT THE ELECTRICAL SYSTEM SEEMS TO BE MESSED UP BECAUSE THE TRAILER LIGHTS WILL NOT WORK; WENT TO AUTOZONE AND TESTED THE TRAILER AND IT IS FINE). THE VEHICLE IS STARTING TO ACT FUNNY AGAIN, THE ENGINE REVS ITSELF TO HIGH RPMS (THIS IS NOT THE AUTOMATIC TRANNY BECAUSE IT HAPPENS WHEN IT IDLES AS WELL). THE LAST INCIDENT WAS WHEN I PULLED OUT FROM A STREET PARKING SPOT AND AS SOON AS I PUT IT IN DRIVE THE VEHICLE STALLED AND WE LOST ALL POWER, WHEN I PRESSED THE GAS PEDAL IT WAS AS IF IT WAS IN NEUTRAL YET I TRIPLE CHECKED AND IT WAS IN DRIVE. ALL OF THE SUDDEN IT ACTED NORMAL AND DROVE ABOUT 10 FEET THEN IT HAPPENED ALL OVER AGAIN. I ALSO HAVE THE ROTTEN EGG SMELL (SULFUR?) WHICH IS SPORADIC. I PURCHASED A BRAND NEW 2003 TOYOTA 4RUNNER IN MAY 2003. IN ONE COLD MORNING OF JAN. 2005, I WAS DRIVING IT IN HIGHWAY THAT WAS STILL COVERED WITH SOME SNOW. ALL OF SUDDEN, AN ENGINE CHECK LIGHT ON THE DASHBOARD WAS AUTOMATICALLY TURNED ON, FOLLOWED BY VSC LIGHTS, INDICATING THAT A VEHICLE SKID CONTROL FUNCTION WAS AUTOMATICALLY TURNED OFF. AT THAT POINT, I COULD NOT DRIVE THE CAR BEYOND 50 MPH, NO MATTER HOW HARD OR FREQUENTLY I PUSHED THE ACCELERATOR PEDAL. I PULLED OVER, RESTARTED, AND RE-ENTERED THE HIGHWAY BUT HAD THE SAME RESULTS. I MANAGED TO DRIVE THE CAR TO A DEALER FOR INSPECTION THE SAME DAY. THE DEALER COULD NOT FIND A CAUSE AND SIMPLY RESET THE COMPUTER CONTROLLER. THIS SEEMED TO HAVE RESOLVED THE PROBLEM AT THAT TIME. OVER TIME THE GREASE HAS TRAVELED DOWN THROUGH THE WIRING HARNESS TO THE ELECTRICAL CONNECTION PLUG INTO THE ECU CAUSING VARIOUS CIRCUITS TO SHORT. NO DAMAGE AT PRESENT, HOWEVER VARIOUS SAFETY CIRCUITS SUCH AS TRACTION CONTROL ARE BEING AFFECTED. FURTHERMORE, AS OIL IS COMBUSTIBLE, AN INTERIOR FIRE COULD RESULT FROM THE OIL PENETRATING THE 12 VOLT ELECTRICAL CONNECTION POINT ON THE ECU. TOYOTA IS RECALLING CERTAIN MODEL YEAR 2008 THROUGH 2011 LEXUS LX570, 2003 THROUGH 2009 TOYOTA 4RUNNER, AND 2006 THROUGH 2010 RAV4 VEHICLES. THE ACCELERATOR PEDAL CAN GET STUCK IN THE WIDE OPEN POSITION DUE TO ITS BEING TRAPPED BY AN UNSECURED OR INCOMPATIBLE DRIVER'S FLOOR MAT.

Consequence & remedy

Consequence: A STUCK OPEN ACCELERATOR PEDAL MAY RESULT IN VERY HIGH VEHICLE SPEEDS AND MAKE IT DIFFICULT TO STOP THE VEHICLE, WHICH COULD CAUSE A CRASH, SERIOUS INJURY OR DEATH.

Remedy: THE REMEDY IS NOW AVAILABLE. THE SAFETY RECALL BEGAN EARLY APRIL 2011. THE REMEDY WILL INVOLVE MODIFICATION OR REPLACEMENT OF THE ACCELERATOR PEDAL AND REPLACEMENT OF ANY TOYOTA ALL-WEATHER FLOOR MAT. OWNERS MAY CONTACT TOYOTA AT 1-800-331-4331 OR LEXUS AT 1-800-255-3987.

ON CERTAIN SPORT UTILITY VEHICLES EQUIPPED WITH V6 ENGINES, THE FUEL PULSATION DAMPER, LOCATED ON THE FUEL RAIL, MAY HAVE BEEN IMPROPERLY ASSEMBLED, CAUSING A DIAPHRAGM IN THE PULSATION DAMPER TO BE DAMAGED. IF THE DIAPHRAGM FAILS, FUEL MAY LEAK.

Consequence & remedy

Consequence: THIS COULD RESULT IN AN ENGINE COMPARTMENT FIRE IF A HEAT SOURCE OR AN IGNITION SOURCE IS PRESENT.

Remedy: DEALERS WILL REPLACE THE PULSATION DAMPER. OWNER NOTIFICATION BEGAN MAY 5, 2003. OWNERS WHO TAKE THEIR VEHICLES TO AN AUTHORIZED DEALER ON AN AGREED UPON SERVICE DATE AND DO NOT RECEIVE THE FREE REMEDY WITHIN A REASONABLE TIME SHOULD CONTACT TOYOTA AT 1-800-331-4331.

THE UPGRADE INCLUDED 4 ALLOY WHEELS. THE ORIGINAL SPARE TIRE/ALLOY WHEEL WAS NOT CHANGED. THE SPARE TIRE REQUIRES THE USE OF A DIFFERENT STYLE OF WHEEL NUT TO ATTACH IT TO THE VEHICLE.

Consequence & remedy

On August 7, 2018, the Office of Defects Investigation (ODI) received a defect petition from Mr. Gary Weinreich alleging premature frame corrosion failure in model year (MY) 2002 - 2006 Toyota 4Runner vehicles. The petitioner based his request upon a corrosion-related front suspension failure he experienced in his MY 2005 Toyota 4Runner, a class action lawsuit settlement involving other Toyota products, and other complaints of underbody corrosion in Toyota 4Runner vehicles that he found in NHTSA?s online complaint database. The petitioner submitted a complaint to NHTSA documenting his experience (NHTSA ID 11098055). On August 17, 2018, ODI opened DP18-002 to evaluate the petitioner?s request. ODI?s evaluation included information provided by the petitioner regarding his vehicle, facts related to the class action lawsuit cited by the petitioner, and consumer complaint data received by NHTSA regarding underbody corrosion in third and fourth-generation Toyota 4Runner vehicles.The undercarriage of the petitioner?s vehicle exhibited severe corrosion damage indicative of seawater immersion. The vehicle?s service history shows that concerns with underbody corrosion were first noted by a Toyota dealer in a multi-point vehicle inspection performed on April 28, 2011. The invoice for that inspection noted ?severe and excessive amount of rust on the undercarriage and on the drive shaft transmission.? Two years later, on October 21, 2013, another multi-point inspection by a Toyota dealer observed further progression of underbody corrosion damage, noting: ?rust on shocks/struts and other components,? ?rust on exhaust system,? ?both splash shields severely rusted,? and ?undercarriage very rusty.? On July 17, 2017, approximately 10 months prior to experiencing the suspension failure incident, an independent repair facility performing routine oil change and brake maintenance informed the Petitioner of a concern with ?excessive frame corrosion? on his vehicle. The service history, severe general corrosion damage, failure age, and environment do not support the petitioner?s allegation of premature corrosion failure.ODI?s analysis of NHTSA complaint data identified fifteen incidents of front lower control arm failure in fourth-generation Toyota 4Runner sport utility vehicles. Two of the failures, including the petitioner?s vehicle, involve vehicles operated in ocean front communities with continuous exposure to aerosolized marine salts and potential exposure to seawater immersion. The remaining thirteen failures all involved vehicles owned or previously registered in states with the greatest use of deicing salts to treat road surfaces in winter months (?Salt states?). On average, the front lower control arm failures occurred after 13.1 years in service in highly corrosive environments. The failure ages and environments do not support the petitioner?s allegation of premature corrosion failure. NHTSA is authorized to issue an order requiring notification and remedy of a defect if the Agency?s investigation shows a defect in design, construction, or performance of a motor vehicle that presents an unreasonable risk to safety. 49 U.S.C. ?? 30102(a)(9), 30118. Since the information before the Agency is not indicative of a vehicle-based defect, it is unlikely that any investigation opened because of granting this petition would result in an order concerning the notification and remedy of a safety-related defect. Recall 11V-113: (1) MY 2003-2009 through 2009 Toyota 4Runner; (2) MY 2006-2010 Toyota RAV4; and, (3) MY 2008-2011 Lexus LX570.The total estimated population under this recall is 1,381,000 vehicles.This recall supplements recall 09V-388 and remedies potential accelerator pedal entrapment by an unsecured floor mat.Recall 11V-115: (1) MY 2006-2007 Lexus GS300 (all wheel drive vehicles); and, (2) MY 2006-2007 Lexus GS350 (all wheel drive vehicles). The total estimated population under this recall is 19,647 vehicles.This recall remedies potential accelerator pedal entrapment caused by inadequate clearance between the pedal linkage and a plastic pad embedded in the vehicle's carpet.II. Potential Electronic Causes of Unintended Acceleration.After NHTSA opened RQ10-003, NHTSA launched a ten-month study of potential electronic causes of unintended acceleration in Toyota vehicles.NHTSA launched the study in the spring of 2010 in light of concerns aired in Congressional hearings.NHTSA enlisted engineers at the National Aeronautics and Space Administration (NASA) with expertise in areas such as computer controlled electronic systems, electromagnetic interference and software integrity to assess whether electronic systems or electromagnetic interference played a role in incidents of unintended acceleration in Toyota vehicles.That study has concluded.Two reports are associated with the study and are available on NHTSA's website.NASA's report is entitled Technical Support to the National Highway Traffic Safety Administration (NHTSA) on the Reported Toyota Motor Corporation (TMC) Unintended Acceleration (UA) Investigation, NESC Assessment No. TI-10-00618 (Jan. 18, 2011).NHTSA's report is entitled Technical Assessment of Toyota Electronic Throttle Control (ETC) Systems (Feb. 2011).Both reports should be read in conjunction with each other. As stated in its report, NASA did not find an electronic cause of large throttle openings that can result in unintended acceleration incidents. NHTSA did not find a vehicle-based cause of unintended acceleration incidents other than the physical pedal interference causes that are being addressed by Toyota's recalls. This RQ is closed.
