I HAVE A 2002 MINI COOPER S. THE CAR?S ENGINE COOLING SYSTEM HAS ONGOING ISSUES, PARTICULARLY THE COOLANT EXPANSION TANK. I HAVE HAD TO REPLACE THE COOLANT EXPANSION TANK THREE TIMES WITHIN APPROXIMATELY 50,000 MILES. THIS MEANS MY CAR IS NOW ON ITS FOURTH COOLANT EXPANSION TANK. HERE IS A SHORT SUMMARY OF THE COOLANT EXPANSION TANKS THAT MY CAR HAS HAD: DATE TANK INSTALLEDDATE TANK FAILED/REPLACEDCAR MILEAGE WHEN REPLACED WHEN CAR WAS BUILTJUNE 19, 200414,130 JUNE 19, 2004OCTOBER 23, 200417,528 OCTOBER 23, 2004OCTOBER 24, 200750,143 OCTOBER 24, 2007NOT YETNOT YET THE RADIATOR ALSO FAILED AT 50,143 MILES, WHICH IS AN EVENT I AM ALSO NOT PLEASED WITH. ADDITIONALLY, IT NOW APPEARS--AS OF SEPTEMBER 2008--THAT I MAY HAVE ANOTHER COOLING SYSTEM ISSUE. I WILL BE CALLING MY MECHANIC SOON TO CHECK INTO IT. ALL OF THESE FAILURES OF THE COOLANT EXPANSION TANK TOOK UP SUBSTANTIAL AMOUNTS OF MY TIME IN TAKING MY CAR TO THE REPAIR SHOP AND THEN GOING TO RETRIEVE IT AFTER THE REPAIR. AND IN ONE CASE LEFT ME STRANDED ON THE SIDE OF A VERY BUSY CALIFORNIA FREEWAY AT RUSH HOUR. ADDITIONALLY, I FEAR THAT THE MULTIPLE FAILURES OF THE EXPANSION TANK HAVE STRESSED THE OTHER PARTS OF THE ENGINE'S COOLING SYSTEM (AS EVIDENCED BY THE RADIATOR FAILURE AND THE NEED TO REPLACE ANOTHER COOLANT PART). THE LOCAL MINI COOPER DEALER REPLACED THE FIRST TWO EXPANSION TANKS UNDER WARRANTY AND DECLINED TO REPLACE THE THIRD EXPANSION TANK. AFTER I COMPLAINED--AND AFTER SIX MONTHS OF FOLLOW-UP CALLS AND LETTERS--THEY FINALLY REIMBURSED ME FOR THE COST OF THE THIRD EXPANSION TANK. IN ALL INSTANCES, MINI DECLINED TO LET ME KEEP THE OLD PART--EVEN THOUGH I ASKED EACH TIME. *TR
MY MINI COOPER S 2002. MY POWER STEERING LOCKED UP MAKING IT ALMOST IMPOSSIBLE TO STEER. VERY DANGEROUS AND THE FAN KEPT RUNNING WHEN OFF WHICH DRAINED THE BATTERY. IT IS NOT DRIVABLE NOW. *TR
2002 MINI COOPER S MODEL. AIRBAG LIGHT STAYS ON. HAS BEEN REPAIRED MANY TIMES AND STILL STAYS ON, DEACTIVATING SAFETY FEATURES OF THE RESTRAINT SYSTEM. THIS APPEARS TO BE A VERY COMMON PROBLEM WITH THE MINI. BMW NEEDS TO ISSUE A RECALL I FEEL FOR OUR SAFETY... *TR
WITH ONLY 24000 TOTAL MILES ON THE 2002 MINI COOPER-S ALL 4 BRAKES AND ROTORS WERE FAILING, WORN BEYOND LIMITS AND REQUIRED REPLACING. NOT COVERED BY WARRANTY DUE TO VEHICLE BEING OLDER THAN 3 YEARS AT THE TIME. *TR

WHEN ACCELERATING OUT OF A TOLL BOOTH, THE ENGINE LOST ALL POWER JUST AS I CHANGED LANES IN FRONT OF LARGE TRUCK. FORTUNATELY, THERE WAS A PULL-OUT ON THE LEFT SIDE OF THE ROAD. IF I HAD NOT BEEN ABLE TO QUICKLY PULL OVER, THE TRUCK WOULD HAVE LIKELY COLLIDED WITH MY CAR. TURNING OF THE ENGINE AND RESTARTING IT TEMPORARILY CLEARED THE PROBLEM. IT WOULD REOCCUR WHENEVER I USED FULL THROTTLE AND THE ENGINE HIT 5000 RPM. THE PROBLEM TURNED OUT TO BY A STICKY SUPER-CHARGER BYPASS VALVE. IT IS A WELL KNOWN PROBLEM, SO MUCH SO THAT THE DEALER ALWAYS HAVE THE PARTS IN STOCK. LOOSING ALL ENGINE POWER IS POTENTIALLY VERY DANGEROUS - BMW SHOULD FIX THIS. *TR

SIGNIFICANT AND REPEATED ELECTRICAL FAILURES CAUSED THE CAR TO RANDOMLY SWITCH INTO EML MODE, REDUCING ENGINE OUTPUT CRITICALLY. WHEN THIS HAPPENED ON A HIGHWAY THERE WAS NOT ENOUGH POWER TO REMOVE THE CAR FROM THE ROAD SAFELY. AFTER SEVERAL INEFFECTUAL REPAIRS, THE WIRING HARNESS WAS REPLACED. SHORTLY AFTER THE REPAIR, THE CAR WAS PARKED, EMERGENCY BRAKE SET, MANUAL TRANSMISSION SET IN FIRST GEAR. UNATTENDED, TURNED OFF WITH NO KEY IN THE IGNITION, THE CAR MOVED ITSELF SEVERAL FEET, HITTING ANOTHER CAR, BURNING OUT THE STARTER AND DRAINING THE BATTERY. THE CAR WAS MOVED TO A REPAIR SHOP WHERE THE STARTER WAS REPLACED. OVERNIGHT, WITH THE CAR PARKING INSIDE THE LOCKED SHOP, THE CAR MOVED ITSELF ACROSS THE SHOP. MECHANICS ARE NOW INVESTIGATING THE PROBLEM. *TR

TOOK MY CAR IN FOR WINDING SOUND COMING FROM MOTOR. DIAGNOSED AS THE ALTERNATOR...THEY REPLACED IT AND SOUND WAS STILL PRESENT ...MISDIAGNOSED AND WAS ACTUALLY THE SUPERCHARGER, BUT WHILE THEY WERE CHECKING IT OUT INITIALLY THE POWER STEERING PUMP STAYED ON...WHICH DIDN'T HAPPEN TO ME UNTIL THEY HAD IT. AFTER CHANGING THE ALTERNATOR POWER STEERING PUMP NO LONGER STAYED ON PER THE DEALER. HAD IT HOME 3 DAYS TO WAKE UP ONE MORNING HEARING THE PUMP ON AND I GO TO START MY CAR AND IN DRAINED MY BATTERY. HAD TO JUMP THE CAR AND THEN DISCONNECT THE CABLE TO KEEP FROM THE PS PUMP CONTINUOUSLY RUNNING. THE CAR IS AT THE DEALER GETTING A NEW PUMP $975 PLUS TAX, RESEARCHED MINI OWNER WEBSITE AND FOUND SEVERAL COMPLAINTS OF THE SAME ISSUE ALSO THAT SOME CARS ACTUALLY CAUGHT FIRE FROM A FAILURE OF THE PUMP. RESEARCHED MORE ON NORTH AMERICAN MOTORING . THERE WAS A LONG LIST OF PEOPLE WHO HAD THE EXACT EXPERIENCE. SURE WOULD BE AWFUL FOR THE PUMP TO GO OUT WHILE DRIVING ON EXPRESSWAY AND NOT ABLE TO STEER CORRECTLY. SURPRISED IT HASN'T CAUSED AN ACCIDENT/DEATH YET. *TR
THE EXHAUST PIPE ON THE 2002 MINI COOPER S I HAVE IS CENTRALLY LOCATED IN THE BACK OF THE BUMPER. THE CAR IS A HATCH BACK, AND I'VE RUINED A COUPLE PAIRS OF PANTS AND HAD MINOR BURNS FROM IT. I'M NOT TOO WORRIED ABOUT ME, BUT I HAVE SMALL KIDS AND I WORRY ABOUT THEM. *TR

SEVERAL, THE AIR BAG WARNING LIGHT HAS ILLUMINATED MORE THEN TEN DIFFERENT TIMES, EACH TIME IT WAS REPAIRED BY THE DEALER (WESTCHESTER BMW/WESTCHESTER MINI) THE LAST FIX WAS AFTER THE NORMAL WARRANTY HAD EXPIRED AND REQUIRED MUCH FUSS TO GET IT REPAIRED FOR FREE. THE POWER STEERING PUMP SUDDENLY STOPPED WORKING WHILE DRIVING ON THE HIGHWAY. THE RADIATOR FAN WAS REPLACED TWO TIMES BY ME (CAR OUT OF WARRANTY) EVEN THOUGH I COMPLAINED TO THE DEALER WHEN THE CAR WAS STILL QUITE NEW ABOUT THE FREQUENCY OF THE FAN MOTOR'S STARTING AND STOPPING WHICH WILL SEVERELY SHORTEN THE LIFE OF ANY ELECTRIC MOTOR. THE WINDSHIELD STRESS CRACKED WHILE UNDER WARRANTY AND WAS REPAIRED. THE WINDSHIELD WIPED MOTOR HAS JUST FAILED DURING AN INCREDIBLE RAINSTORM. *JB

The Office of Defects Investigation (ODI) originally opened the investigation of loss of power steering assist in model year (MY) 2004 and 2005 Mini Cooper as Preliminary Evaluation PE10-038.The investigation was upgraded to Engineering Analysis EA11-005 in May, 2011.During EA11-005 the scope was expanded to include MY 2002 and 2003 vehicles that use the same steering system. The subject vehicles now include MY 2002, the first year BMW sold MINI in the U.S., through mid-MY 2005 covering approximately 109,000 vehicles. The subject vehicles use an electrically driven pump to provide hydraulic pressure to a conventional rack-and-pinion steering gear.A pump, the electric motor, and an electronic control unit (ECU) are housed in a single component BMW calls a Power Pack. The investigation focused on contaminant-induced failure of the ECU resulting in a loss of assist without warning. When assist is lost mechanical steering is retained however increased steering effort is required to keep the vehicle on an intended path. Some consumers reported that restarting the vehicle (cycling the ignition switch) would often reinstate the steering assist.Additionally, and by design, assist can also reinstate during the drive cycle in limited circumstances. The unexpected loss of assist, and/or possibly the reinstatement of assist while driving, may contribute to a loss of vehicle control in certain driving situations.During MY 2005 production BMW introduced a revised Power Pack design (the ECU incorporated a conformal coating of the circuit board) which resulted in a significant reduction in failures.ODI identified 20 reports describing crashes consistent with a loss of power assist event possibly caused by a failure of the Power Pack. Two reports alleged an injury however both were minor in nature and did not require emergency treatment (a subsequent doctor's visit occurred in one case).Ten of these reports described low speed crashes with minimal, or in most cases no property or vehicle damage (e.g., striking a movable barrier in a parking lot).Additionally 27 other reports alleged or indicated that a crash occurred due to a Power Pack failure however in reviewing these reports, ODI either 1) was unable to confirm that a crash actually occurred (8 reports), or 2) determined that the crash circumstances (e.g., adverse road/weather conditions) or cause (e.g., the crash was caused by steering linkage failure) were not attributable to a Power Pack failure (19 reports).Throughout the investigation BMW maintained that loss of assist in the subject vehicles did not constitute a safety related defect, noting that the subject vehicles are smaller, light weight vehicles that can be reasonably controlled when assist is lost.In May 2013 BMW launched a 13 year/150,000 mile extended warranty coverage utilizing the redesigned Power Pack as a replacement part.ODI continued its investigation. In July 2014 BMW provided ODI a status of the ongoing extended warranty program, and in May 2015 ODI requested an update of complaint data.Following a review of the provided data, ODI informed BMW of its assessment that loss of steering assist failures were not adequately resolved by an extended warranty program. On October 12, 2015 BMW notified NHTSA that it would conduct a safety recall (15V-660) on approximately 86,000 subject vehicles not previously remedied with the new design Power Pack through regular or extended warranty programs. The recall covers MY 2002-2005 MINI Cooper, MY 2002-2005 MINI Cooper S, and MY 2005 MINI Cooper/Cooper S convertibles manufactured through Feb 9, 2005.Vehicles produced after this date are not included si

THE OFFICE OF DEFECTS INVESTIGATION (ODI) ANALYZED CONSUMER COMPLAINTS TO BMW OF NORTH AMERICA, LLC (BMW)AND TO ODI THAT ALLEGED FAILURES OF THE ELECTROHYDRAULIC POWER STEERING (EHPS) USED IN MODEL YEAR 2002 THROUGH 2003 MINI COOPER VEHICLES.THE ANALYSIS DETERMINED THAT 43 OF THE 52 (83%) REPORTS WERE RELATED TO ALLEGATIONS OF POWER STEERING LOSS AND 9 (17%) WERE RELATED TO ALLEGATIONS OF ENGINE COMPARTMENT FIRES. ALTHOUGH SOME OF THE REPORTS ALLEGING FIRES NOTE SMALL FLAMES WERE VISIBLE IN THE ENGINE COMPARTMENT, ANALYSIS OF THE DAMAGE CAUSED BY THESE FAILURES INDICATES THAT EVEN THE MOST SEVERE INCIDENTS WERE LIMITED TO LOCALIZED THERMAL DAMAGE TO THE EHPS ELECTRICAL CONNECTIONS AND WIRING INSULATION.NONE OF THE COMPLAINTS ALLEGING LOSS OF POWER ASSISTED STEERING INDICATED THAT THE INCREASED EFFORT RESULTED IN A CRASH OR LOSS OF VEHICLE CONTROL. A SAFETY-RELATED DEFECT TREND HAS NOT BEEN IDENTIFIED AT THIS TIME AND FURTHER USE OF AGENCY RESOURCES DOES NOT APPEAR TO BE WARRANTED. ACCORDINGLY, THIS INVESTIGATION IS CLOSED.THE CLOSING OF THIS INVESTIGATION DOES NOT CONSTITUTE A FINDING BY NHTSA THAT A SAFETY-RELATED DEFECT DOES NOT EXIST. THE AGENCY WILL MONITOR THIS ISSUE AND RESERVES THE RIGHT TO TAKE FURTHER ACTION IF WARRANTED BY CIRCUMSTANCES.SEE DOCUMENT FILE FOR ADDITIONAL INFORMATION REGARDING THIS RESUME.

IN RESPONSE TO AN INFORMATION REQUEST (IR) LETTER SENT BY THE OFFICE OF DEFECTS INVESTIGATION (ODI), BMW STATED THAT THE CAUSE OF THE ALLEGED DEFECT IS AN INSUFFICIENT SEAL OF THE GROUND CABLE OF THE POWER STEERING PUMP AT ITS ATTACHMENT TO THE CHASSIS.WATER INGRESS CAN OCCUR AND THE WATER CAN TRAVEL ALONG THE POWER STEERING PUMP POWER CABLE AND COME IN CONTACT WITH THE POWER STEERING PUMP POWER CABLE CONNECTOR.THE CONNECTOR CAN THEN CORRODE AND A HIGH THERMAL LOAD CONDITION CAN OCCUR.ACCORDING TO BMW, THIS ULTIMATELY COULD RESULT IN A LOCALIZED SMOLDERING CONDITION THAT DOES NOT PROPAGATE. TO CORRECT THE WATER INGRESS ISSUE, BMW IMPLEMENTED CHANGES TO THE WIRE ROUTING, THE POWER STEERINGPUMP CONNECTOR AND THE GROUND EYELET CONNECTION BETWEEN FEBRUARY AND JULY OF 2002. IN A REVIEW OF WARRANTY CLAIM DATA SENT BY BMW, 67 PERCENT OF THE VEHICLES NOTED IN WARRANTY CLAIMS HAD PRODUCTION DATES AFTER AUGUST 1, 2002. ADDITIONALLY, ODI NOTED EIGHT REPORTS OF CONSUMERS WITNESSING FLAMES COMING FROM THE ENGINE COMPARTMENT.THIS PRELIMINARY EVALUATION HAS BEEN UPGRADED TO AN ENGINEERING ANALYSIS (EA07-011) TO FURTHER ASSESS THE SCOPE, FREQUENCY ANDPOTENTIAL SAFETY CONSEQUENCES ASSOCIATED WITH THE ALLEGED DEFECT.
