THE BUCKLE IS INOPERATIVE AND THE PLASTIC COMPONENTS IN THE BUCKLE MECHANISM HAVE CRYSTALLIZED AND CRUMBLED. THERE HAS BEEN NO ABUSE OR MISUSE INVOLVED IN THE FAILURE.
