Chevy has put out a "special coverage" (number XXX) on 2016 to 2018 volts on the BECM issue that is currently being investigated. I need to make the note that upon trying to fulfill this warranty/ special coverage on my 2016 volt, they are finding loopholes to not cover a huge handful of 2016 to 2018 volts that have the exact same BECM issue and components as the volts that are covered. Although I'm not positive, it seems to me that they are not granting special coverage to all volts that have a PZEV warranty in place as it's redundant. However, 75% of us with PZEV warranties are in non CARB states and cannot utilize the warranty. So they are leaving us within this category who have the exact same BECM issues as every other 2016 to 2018 volt out of being eligible for the new coverage, while making it look like they are fixing the entire issue. They are secretly leaving a handful of us dry and without this coverage. Not only that, they are refusing/ unable to give me accurate information as to what vehicles qualify for this warranty if not all 2016 volts which is against the Magnuson-Moss warranty act and illegal on their part. They forced me to pay $2500 for this repair after telling me I would be covered by warranty and obviously would have held my car had I not paid. After telling me it was free. Somebody needs to probe deeper into this and make sure that Chevy is honoring what they claim because it appears to me they are secretly trying to [XXX] a percentage of 16 to 18 volt owners who have the exact same issues and components as the cars that are covered. This is a safety issue as my car died and temporarily stranded me several times before this repair as you guys already know is an issue with the 16 volts that Chevy has refused to acknowledge until recently. I got the “propulsion power is reduced” warning at ~83.5k miles on the odometer, while visiting friends 4 hours from home. Pulled over and called 3 local dealerships and all servicing departments are closed on Sunday so knew there was nothing I could do except try to limp back to my friends house safely and reevaluate. On the 20 minute drive back, the engine cut out on the freeway and the car immediately started slowing down. I coasted to the next freeway exit safely with my hazards on. The scary part was that I had no power after the ”engine unavailable” warning popped up since the battery was completely drained already. I was able to get it towed to the closest chevy dealership and leave the keys for them. I am waiting to hear the official diagnosis from the dealership once they take a look. The cause is still unknown but this sounds like a similar series of events for BECM failure.

Vehicle suddenly lost power and displayed shift to park on display. Vehicle will not respond or display any status other than shift to park. Vehicle towed to dealership. Diagnosis of their mechanic is failed BECM module. Vehicle was brought to dealership 3yrs ago with infotainment center problems. Infotainment Software was updated but problem persisted. 2 years ago it was brought to dealership with complaint of intermittent inability to charge propulsion battery. Sunshine Chevrolet stated their mechanic could not diagnose issue so it was not covered under warranty. I demonstrated intermittent charging issue by plugging vehicle into dealership charger in front of showroom. I was at that time allowed to leave without paying diagnostic charge. 1½ years ago while car was still under warranty car failed to start. Called dealership. They stated it could be 12volt battery. I purchased and replaced battery at dealership. Car started but intermittent charging issue and intermittent infotainment issue continued. GM is refusing to cover BECM replacement saying Car is now out of 8yr warranty time frame.

I picked up my vehicle from Wasler Polar Chevrolet on 7/26/2023 after they claimed to have "repaired" my vehicle. After receiving my vehicle, about 5 miles away from the dealership, my vehicle suddenly quit keeping up with traffic, and lost *all* power equipment. Brakes, steering and acceleration were all unresponsive. The vehicle almost sent me under a semi-trailer, but I quickly forced the steering wheel to the left and engaged the emergency brake, which successfully stopped the car. The vehicle bricked itself, and had to be towed back to the dealership.

PE23022 · Loss Of Motive Power Due To The Battery Energy Control Module

Opened Nov 29, 2023 · Closed Mar 3, 2025

Status: closed (inferred from source dates) · Electrical System; Electrical System:propulsion System; Electrical System:propulsion System:traction Battery:management System/energy Control Module (bms/becm)

On November 29, 2023, the Office of Defects Investigations (ODI) opened PE23022 to investigate allegations of a loss of motive power, including a stall, reduced power state, and/or a no start condition due to the Battery Energy Control Module (BECM) in model year (MY) 2016-2019 Chevrolet Volt passenger car vehicles manufactured by General Motors (GM). The BECM is located within the high voltage electric vehicle (EV) battery pack and monitors the temperature, current, and voltage of the high voltage battery cell groups. GM stated that the root cause was identified as an internal failure leading to a loss of communication within the BECM and does not pose a risk to motor vehicle safety. GM further stated that the failure cannot result in a complete stall, only a reduced power mode, no start condition, or a no charge condition. GM additionally stated that if these conditions occur, the driver will be warned via a Malfunction Indicator Lamp (MIL) and/or a reduced-propulsion message in the Driver Information Center (DIC). Data received and analyzed by ODI from all sources indicates that nearly all related BECM failures caused conditions aligning with GM’s predicted outcomes. Despite the large number of warranty claims, nearly all failures were not safety-related, i.e., not a stall or reduced power mode. ODI isaware of a single minor crash and no injuries or deaths. In March 2024, GM issued Special Coverage N232432680, which was mailed to consumers, addressing BECM failures in certain MY 2016-2018 Chevrolet Volt vehicles. This special coverage provides an extension of the warranty coverage for the BECM from 8 years / 100,000 miles to 15 years / 150,000 miles for all 2016-2018 Chevrolet Volts. Additionally, GM stated that replacement components are sourced from a different supplier and not susceptible to the failure. In view of the Special Coverage issued by GM, the existing warranty coverage already in place, and the low number of safety-related occurrences, ODI is closing this Preliminary Evaluation (PE). The closing of this investigation does not constitute a finding by NHTSA that a safety-related defect does not exist. The Agency reserves the right to take additional action if warranted by future circumstances. NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.
