Seat Belts

SEAT BELT WILL NOT RETRACT WHEN UNFASTENED AND DRIVER SIDE DOOR IS OPENED. WHEN DRIVER EXITS VEHICLE, SEAT BELT FLIES OUT OF CAR, HITTING THE OUTSIDE OF THE CAR. THE UNRETRACTED BELT ALSO PREVENTS CAR DOOR FROM SHUTTING UNTIL MANUALLY RETRACTED.
